New Castle County Library Rules Policy

To ensure the continued safety and comfort of our patrons and
staff, please observe the following:
1. Disruptive conduct is prohibited. This includes, but is not limited to:
Interference with others’ use of the library or with the duties of library staff.
  • Verbal or written abuse.
  • Intoxication or drunken behavior.
  • Fighting, threats, or weapons in the library.
  • Excessive noise, loud talking, shouting, playing of music etc.
  • Loitering on library premises, blocking library doors, soliciting.
  • Ringing cell phones; Cell phones must be set to “silent mode.” Cell phone use is prohibited in designated Quiet Study Areas of the Library.
  • Violation of dress code; shoes and shirts required.
  • Disrupting other library users by offensive staring or touching, sleeping oroffensive personal odor.

2. Abuse of the library facility is prohibited. This includes, but is not limited to:

  • Theft of library material.
  • Damaging library property.
  • Consuming food in the library. Non-alcoholic beverages in covered containers are permitted except in the computer areas of the Library.
  • Skateboarding or wheeling on library property.
  • Animals (with the exception of assistive animals) are prohibited on library property.
  • Smoking is prohibited inside the library and within 25 feet of the library building.

3. Abuse of the Internet policy is prohibited. This includes, but is not limited to:

  • Minors accessing the internet without signed library application on file.
  • Attempts to circumvent the daily three hour time limit.
  • Accessing prohibited material on the internet.
  • Tampering with public work stations, printers, etc.

4. Parent/guardian is responsible for ensuring that their children follow the library
rules. Library cannot assume custodial responsibility for children.

  • Parents must stay with children under six years old at all times while using thelibrary.
  • Children under the age of 12 cannot be left unattended in the library.

Violation of rules may result in revocation of library privileges and/or notification of the police.
Please keep your possessions with you at all times. New Castle County is not responsible for lost property.
